Offline Job form: Create & Edit

Add the ability to create/edit jobs when in areas with no LTE access.
Might need to be a simple mobile app to perform this.

This would be a good feature. Just flagging this because I'm not sure if you're aware - Rapid Logix was originally meant to have this functionality at launch but it was cut because depending on specifics, it could be fairly complex to get working.
